The forklift theory test explained

The forklift theory test (or FLT theory test) is the written, knowledge part of an accredited lift-truck operator course. Unlike a driving theory test there is no single national exam board — the test is set and marked by your accrediting body, most commonly RTITB, ITSSAR or AITT, as one element of a course that also includes the practical assessment.

How forklift certification actually works

There is no state licence for forklift operators and no legal expiry date on a certificate of basic training. Under HSE’s Approved Code of Practice (L117) training runs in three stages: basic (the off-the-job skills and knowledge, where the theory test sits), specific job training, and familiarisation on the actual site. It is specific to the truck type, so moving from a counterbalance to a reach truck needs conversion training.

Do I have to retake it every few years?

Not by law. HSE is explicit that there is no fixed refresher interval — re-assessment is triggered by circumstances such as a long gap since last operating, only occasional use, unsafe practice or an accident. Many employers set their own three- or five-year policy, but that is company policy, not a legal requirement.

What the theory covers

The knowledge test is about operating a truck safely: the stability triangle, load handling and capacity, pre-use inspection, safe operating practice, pedestrian and site safety, refuelling and battery charging, gradients and loading docks, truck types and attachments, and overturn procedure. Since 2002, new counterbalance, rough-terrain and side-loading trucks must have an operator restraint fitted, and where one is fitted it must be used.
