Search for the forklift theory test and you will find two things: a lot of sites offering "the answers", and very little explanation of how the test actually works. The reality is more useful than either. There is no national forklift theory test in the UK, no forklift licence, and no single question paper — but there is a well-defined body of knowledge that every accredited course examines, and it is entirely learnable in advance. This guide explains how forklift training and testing really work, and covers the theory that shows up on every provider's paper.
The short answer
There is no such thing as a forklift "licence" in the UK. What you get is a certificate of basic training from an accredited training provider, and the theory element is a short written or multiple-choice test set by that provider under its accrediting body's standards — RTITB, ITSSAR, AITT, NPORS and others. The format and pass mark vary by body, but the content does not vary much at all: stability, capacity, pre-use inspection, safe operating practice, pedestrians, and the law.

How forklift training actually works
HSE guidance is clear that operator training has three stages, and all three are needed before someone works unsupervised.
- Basic training — the core skills and knowledge to operate a lift truck safely and efficiently. This is where the theory test sits.
- Specific job training — the particular truck you will use, its controls and operating principles, and the way it will be used in your workplace: the loads, the racking, the gradients, the attachments.
- Familiarisation — applying what you have learned on the actual job, under close supervision, in normal working conditions.
Basic and specific job training can be combined and should be delivered off the job, away from production pressure. Familiarisation has to happen on the job, and it is the stage employers most often skip — a certificate on its own does not make someone competent on your site.
Who accredits the training?
This is a common misunderstanding worth clearing up: HSE no longer runs an accrediting bodies scheme and does not approve or endorse any particular provider. Accreditation is voluntary. Using an accredited provider gives you reasonable assurance the training meets the standard set out in the L117 Approved Code of Practice, which is why almost everyone does it.
When you get your certificate, check it shows the accreditation number, the name of the accrediting body, and the name and registration number of the instructor. A certificate without those is hard to rely on, and an employer checking your credentials will look for exactly that.
What is on the theory test
Because the paper is set by the provider, nobody can honestly tell you "the 25 questions and answers". What every accredited course does cover is the same underlying syllabus. These are the areas that reliably appear.
Stability and the stability triangle
The single most examined concept. A counterbalance forklift is stable within a triangle formed by the two front wheels and the centre pivot of the steer axle. As long as the truck's combined centre of gravity stays inside that triangle, it stays upright. Load it too heavily, lift too high, tilt forward with a raised load, or turn too fast, and the centre of gravity moves towards or over an edge of the triangle.
Two consequences you will be asked about. First, a raised load makes the truck far less stable than the same load at travel height — which is why you travel with forks low and tilted back. Second, lateral stability is worst when turning, and worst of all when turning with a raised load, because the rear steer axle pivots and the triangle effectively narrows.
Capacity, load centre and the data plate
Rated capacity is not a single number — it is quoted at a standard load centre, usually 500 mm, and at a stated lift height. Move the load's centre of gravity further from the fork face and the safe capacity drops, sometimes dramatically. Fit an attachment and capacity drops again, because the attachment has its own weight and moves the load forward.
The data plate (capacity plate) on the truck is the authority for all of this. Expect questions on what it tells you and on why a truck rated at 2,500 kg cannot necessarily lift a 2,000 kg load safely.
Pre-use inspection
The daily check before you start: tyres and wheel nuts, forks and carriage for cracks or wear, chains and hydraulics for leaks and damage, mast operation, brakes, steering, horn, lights, seat belt, fluid levels, battery or fuel, and the data plate itself. Know what you do when you find a defect — report it and take the truck out of service; you do not decide for yourself that it is probably fine.
Safe operating practice
Travel with the forks low and tilted back. Travel in reverse when the load blocks your view forward. Look in the direction of travel. Slow down and sound the horn at blind corners and doorways. Never lift or carry passengers. Never allow anyone under raised forks. On a gradient, travel with the load facing uphill — forward up, reverse down — so the load cannot slide off and the truck stays stable. Never turn on a slope.
Pedestrians and site safety
Segregation is the first control — separate routes, barriers, marked walkways, designated crossing points. Pedestrians consistently come off worst in lift-truck incidents, so anything that keeps people and trucks apart ranks above anything that relies on someone paying attention.
Refuelling, charging and LPG
Different power sources, different hazards. Battery charging produces hydrogen, so it needs a designated, well-ventilated area with no ignition sources. LPG cylinders must be changed in the open air or a well-ventilated space, with the valve closed first, and LPG is heavier than air so it collects in pits and drains. Diesel and petrol refuelling needs the engine off and no naked flames.
Legislation and responsibilities
Enough law to know where the duties sit. The Health and Safety at Work etc. Act 1974 places general duties on employers and on employees. The Provision and Use of Work Equipment Regulations 1998 (PUWER) require work equipment to be suitable, maintained and used only by people who have received adequate training. LOLER 1998 brings in thorough examination of lifting equipment. And L117, the Approved Code of Practice for rider-operated lift trucks, is the document that sets the training standard providers work to.

Which truck type are you being tested on?
This trips people up when they book. There is no single "forklift test" โ training and testing are specific to the truck category, and a certificate on one does not authorise you on another. The four you are most likely to meet:
- Counterbalance. The load is carried ahead of the front wheels and balanced by a counterweight at the rear. No outriggers or legs, which is why it can drive straight up to racking or into a trailer โ and why its stability triangle matters so much.
- Reach truck. Carries the load between two stabilising legs and extends the mast forward only to pick up or place. It works in far narrower aisles and stores more in the same footprint, but its controls, visibility and stability behaviour are genuinely different.
- Pedestrian-operated pallet truck (including LLOP). The operator is on foot beside the machine, often walking backwards while steering a heavy load. Its characteristic accident is crushing against racking, a wall or other equipment โ a different risk profile from a ride-on truck entirely.
- Telehandler. Uses a telescopic boom rather than a vertical mast, so it places loads forward and up โ onto a scaffold or over an obstacle. That reach is exactly what makes its stability behaviour different, and it is a construction and agricultural machine more than a warehouse one.
