The Civil Service Judgement Test explained
The Civil Service Judgement Test (CSJT) is the situational judgement test most Civil Service job applications send you to before anyone reads your application. It is one of eight official online tests: the Verbal and Numerical tests, the CSJT, the Management Judgement Test for line-management roles, the Work Strengths Test, the Styles Assessment for Behaviours, and the Customer Service Skills and Casework Skills tests used for operational roles.
Format
- Part one — a short self-assessment of how you typically behave at work (15% of your score).
- Part two — workplace scenarios, each with four possible actions that you rate on a four-point scale: Counterproductive, Ineffective, Fairly Effective, Effective (85%). There are three scenarios for each behaviour being tested.
The test is not timed; GOV.UK suggests allowing at least an hour. Your result is a percentile, and each department sets its own pass mark after the closing date, so there is no fixed score to aim for — the higher the better.
What it is really testing
Every scenario maps to a Success Profiles behaviour — Making Effective Decisions, Working Together, Communicating and Influencing, Delivering at Pace, Managing a Quality Service, Changing and Improving, Seeing the Big Picture, Leadership, Developing Self and Others — read through the Civil Service Code: integrity, honesty, objectivity and impartiality. The most effective action is usually the one that deals with the issue directly, involves the right people, is honest about problems, and keeps the decision transparent; the counterproductive one usually ignores the problem, blames someone, or quietly breaks a rule.
How to revise
Practise until you can say why an action is effective in terms of the behaviour and the Code, not just which one feels right. PassNova’s bank mirrors the scenario style and asks for the most effective action with a full explanation of each alternative — 100% free, no sign-up — and the official practice test on GOV.UK shows you the real four-point rating screen.

Is the Civil Service Judgement Test (CSJT) practice up to date for 2026?
The Civil Service Judgement Test (CSJT) is one of eight official online tests GOV.UK lists for Civil Service recruitment, alongside the Verbal and Numerical tests, the Management Judgement Test, the Work Strengths Test, the Styles Assessment for Behaviours and the Customer Service Skills and Casework Skills tests. Checked against GOV.UK in September 2026 (guidance last updated May 2024): the CSJT has two parts — a short self-assessment of your typical workplace behaviour (15% of the score) and workplace scenarios (85%). Each Success Profiles behaviour being tested has three scenarios, and each scenario asks you to rate four possible actions on a four-point scale from Counterproductive to Effective. The test is not timed (GOV.UK suggests allowing at least an hour), your score is presented as a percentile, and the pass mark is set by the recruiting department after the closing date. PassNova's practice uses multiple-choice items that ask for the MOST effective action; the judgement it trains — which action best shows the behaviour while keeping to the Civil Service Code — is exactly what the rating scale rewards.
